Maybe it makes more sense when you turn the ticket upside down?

A couple of years ago when I was still living in southwestern Ontario, Canada, the Ontario Provincial Police were running public service announcements on the radio advising that if you were driving under 120 km/h in the left lane of the 401 you would be ticketed for “ impeding traffic ”.

The 401 is a mostly 3-lane divided highway that runs 800+ km across the south side of the province. Where it’s 3-lanes or wider, trucks are not allowed in the left lane at all, only the center and right lanes. Where it goes through Toronto it’s 6 lanes each way, and is the busiest highway in North America (yup, beats every US highway).

The best part about the OPP announcement? The maximum speed limit in Ontario is 100 km/h . The OPP won’t even look at you until you get over 140 on any stretches of it that are more than 2 lanes wide.
